Murray graduated from the University of New Hampshire in 1976 with a Bachelor of Arts degree in Political Science. He then attended the University of Maine School of Law, where he earned his Juris Doctor degree in 1979. Murray began his legal career as an Assistant District Attorney in Strafford County, New Hampshire. He then served as a Deputy Attorney General in the New Hampshire Attorney General's Office from 1981 to 1983. From 1983 to 1985, he was an Assistant United States Attorney for the District of New Hampshire. In 1985, Murray entered private practice, where he specialized in criminal defense and civil litigation. He also served as a Special Assistant Attorney General for the State of New Hampshire from 1989 to 1991. In 2017, Murray was nominated by President Donald Trump to serve as the United States Attorney for the District of New Hampshire. He was confirmed by the United States Senate on October 5, 2017. Murray is married and has two children.

Prior to assuming his current role, he was the Merrimack County Attorney in New Hampshire. From 1983 to 2011, Murray served as the chief prosecutor for the city of Concord, New Hampshire. Murray was confirmed to be a U.S. Attorney on February 15, 2018, and sworn into office on March 5, 2018.
